Kelly Marine Surveyors, Inc. was established in February 1999 by Capt. B. James Kelly, Jr. SAMSŽ AMSŽ who has been surveying boats since 1980, primarilly in the pleasure boat market.

Jim Kelly has been a member of the Society of Accredited Marine SurveyorsŽ since 1999 and has had Accredited Marine Surveyor (AMSŽ) status with specialties in "Yachts & Small Craft", "Hull & Machinery" and "Cargo" since 2001. He is also a USCG Master with a 3000 Gross Ton Oceans licence.
