Kelly Marine was established in February, 1999 as a full time Marine Surveying and Marine Consulting company, with Capt. B. James Kelly, Jr. SAMSŪ AMSŪ as the principal surveyor. He has been performing both commercial and pleasure craft Marine Surveys and Marine Insurance Inspections since 1980. Click here for a partial list of previously surveyed vessels.

Jim graduated from Chapman's school of marine surveying for yachts and small crafts and is a member of both the American Boat & Yacht Council (ABYC) and the National Fire Prevention Association (NFPA).

He specializes in condition and evaluation surveys for pre-purchase and marine insurance. The pre-purchase and evaluation survey includes dry-dock inspection to check vessel's wetted surfaces for structural cracks and osmotic blisters, and the testing of vessel's systems which include electrical systems, fuel system, communication and navigation electronic systems, water system, vessel's appliances and vessels propulsion system.

Jim Kelly's marine surveys are accepted by all financial institutions and marine insurance companies and he is listed on BoatUS. marine insurance/marine surveyors referral list. Jim also holds a U.S. Coast Guard Master's License for vessels of 1600 gross tons domestic and 3000 gross tons ITC with Celestial Endorsement and has been a U.S. Coast Guard master since 1969.

September 1998 to December - 1998, Master of 95 foot Research Vessel "URRACA" operating out of Panama City, Republic of Panama for "Smithsonian Institute". 90 Day Contract.

March 1994 to August 1998 - Owner/Master of 54 foot Motorsailor "Chelcie Marie". Cruised California, Hawaiian Islands and Mexico.

January 1990 to January 1994- Captain of 125 foot, 4,000 H.P. Ocean Tug operating out of Kwajalein Atoll, "Republic of the Marshall Islands" with the U.S. Army during the Star War Program, docking ships and towing freight and fuel barges to the island of Roi-Numor and other outer-island sites.

January 1981 to November 1989 - Pacific Maritime Consultants, San Diego, California. Marine Surveyor and Consultant. Full time Marine Surveyor for nine (9) years.

January 1979 to September 1979 - Master of 200' Research Vessel "Energy Service I" operating out of Pearl Harbor, Hawaii for U. S. Navy Research towing unmanned submersibles.
